Unless I’m mistaken, there were 7 years of these: FY’08 to FY’14. Colors (and photos) changed each year. Red was first, and terracotta most recent. Maryland’s annual “budget books” included several volumes: Highlights and Capital Budget Program, among them.
There were also Powerpoint presentations and/or poster boards with graphs and summaries to accompany the release of these bound materials every year.
